An Oregon firearm bill of sale is used to prove the legal sale and purchase of a firearm in the bbin电竞官网官方永久 of Oregon. Privately Selling a Firearm

Anyone who can legally own a firearm can also sell one in a private transaction, however, per ORS 166.435(2) the seller and buyer must utilize a federally licensed gun dealer to conduct a background check on the buyer prior to completing the change of ownership.

Prohibited from Buying

As established by ORS § 166.250(1)(c) , any person is prohibited from possessing or purchasing a firearm if that person:

  • Is under 18 years of age;
  • While a minor, was found to be within the jurisdiction of the juvenile court for having committed an act which, if committed by an adult, would constitute a felony or a misdemeanor involving violence, as defined in ORS 166.470 ; and
    • Was discharged from the jurisdiction of the juvenile court within four years prior to being charged under this section;
  • Has been convicted of a felony;
  • Was committed to the Oregon Health Authority under ORS 426.130 ;
  • Was found to be a person with mental illness and subject to an order under ORS 426.130 that the person be prohibited from purchasing or possessing a firearm as a result of that mental illness;
  • Is presently subject to an order under ORS 426.133 prohibiting the person from purchasing or possessing a firearm;
  • Has been found guilty except for insanity under ORS 161.295 of a felony; or
  • The possession of the firearm by the person is prohibited under ORS 166.255 .

Registering a Firearm

The state of Oregon does not have any laws requiring firearms owners to register their weapons with the state.

Concealed Carry

Any person who wishes to carry a concealed weapon in Oregon must first obtain a Concealed Handgun License (CHL) from their local sheriff’s department.

How to Apply

An individual must be at least twenty-one (21) years of age to apply for a concealed handgun license.

Step 1 – Obtain an application for a Concealed Handgun License from the applicant’s local sheriff’s department.

Step 2 – Complete the application and attach proof of:

  • Competence with a firearm as required by ORS 166.291(1)(f) ;
  • Residency in the county in which the applicant is applying; and
  • U.S. citizenship or permanent residency.

Step 3 – Submit the application to the local sheriff’s department.

Step 4 – Submit to fingerprinting and photographing with the local sheriff’s department.

Step 5 – Pass the federally required background check.

Step 6 – The sheriff’s office will approve or deny the application within forty-five (45) days of receiving it.


Oregon does not have any laws that honor the concealed carry licenses from any other states. County sheriff’s departments can choose to waive the residency requirement for an Oregon Concealed Handgun License on a case-by-case basis.
